قسمتي از متن فيلم: I’m Jason Jordan APA’s director of policy here at the National planning conference and I’m pleased to be joined by Lynn Ross from the US Department of Housing and Urban Development welcome land thank you sir we want to spend a few minutes talking about HUDs research agenda and some exciting new initiatives

That I think planners across the country would be really interested in so why don’t we start on the research side and tell us a little bit about HUDs research portfolio and I know you’ve had some meetings here at the conference to get input from planners about what that

Agenda should look like going forward sure so I think s folks know the Obama administration really takes seriously evidence-based policymaking and at HUD my office the office of policy development of research plays an extremely important role in that and that starts with setting a strategic research agenda and for us we call that

The research roadmap so some folks some planners may have actually participated in the original research roadmap process back in 2011 and we are now undertaking the first substantive update of the research roadmap so just earlier today at the APA conference we held a stakeholder session and heard from a

Number of great planners from across the country about the issues that are meaningful to them where they still need help both data and other evidence and we’ll be taking all of that feedback into the research roadmap process in developing a new strategic research agenda that will come out later this

Year excellent so is planning in the issues that planners are talking about still central to what HUDs interested in absolutely and I think you only have to look at our place based initiatives to see very clear evidence of that so we have everything from strong cities strong communities choice neighborhoods

Promise zones planning plays a key role in all of that we’re also very focused on the commanding housing affordability and of course expanding access to upward Equinox mobility and planners play a very central role in that and so our job impeding our is to make sure that we’ve

Got the data and other evidence that supports decision making at all levels not just the federal level and so we need to hear from planners in that process so you mentioned access to opportunity and economic mobility as priorities for HUD for the administration I know that’s a big part of your new

Prosperity playbook program so tell us a little bit about what’s happening with that and why secretary castro feels to the social are mad about it so sure first of all we’re very pleased to be partnered with APA and prosperity playbook and as you said this is a new

Initiative but it sort of not new it’s actually built on a lot of the work that’s been going on with the obama administration so you know we are very committed to expanding affordability housing affordability and expanding access to opportunities we want to create inclusive communities and i would

Say that prosperity playbook is the latest tool in a very large toolbox that also includes things like affirmatively furthering fair housing and the place based initiatives that i mentioned earlier so what prosperity play vick does is it really builds on the expertise of local stakeholders mayor’s in particular but also folks from across

Each region to really focus in on both the best practices so what’s working in that region to expand affordability and mobility but also where there are still challenges so what can we the region and HUD and APA and our other partners work on together over the next six months or

So to really accelerate conversations that will lead to more inclusive communities so we’ve started this process with a community tour we’re working in five places so we’ve been to Kansas City to Minneapolis to Atlanta and to Denver and later this week we will be in San Francisco and in each of

These community tour stops we’re meeting with a very diverse group of stakeholders including the city often the MPO residents developers folks in the financial sector and the philanthropic sector you name it are participating in very frank conversations again about what’s working well and why so that we can lift up

Those best practices but also where there are still challenges and opportunities for further action so for planners who are in cities outside of the five that you just mentioned what can they expect to see as a product later on as this unfolds exactly so we are producing a toolkit that will live

Online so an actual playbook will come out of this process so that playbook will include the best practices that we’re learning about in our five course cities but we’re also inviting input from all of the planners out there to include their best practices in the toolkit so we have a special email

Address set up prosperity playbook at hud.gov and we welcome input on best practices and case studies policies that you think we ought to consider anything that you’re doing out there that is really helping to expand housing affordability and providing more opportunities for folks to access neighborhoods and opportunity we want to

Doing with prosperity playbook this is really about the Coalition of the Willing so there’s no regulation around playbook but it’s fanatically very close to what we’re also trying to achieve with the firm of Lieberman for housing so this is all about creating inclusive communities now there’s a regulatory

Component of course to AFF H and we are we HUD are trying to provide as many tools as possible technical assistance and data to help you understand both for your challenges are but also where the opportunities are but there is a regulatory piece to that enforcement piece playbook on the other hand is

Really about a core set of places that are already advancing in this area that want to do more we hope to use the best practices generated through prosperity playbook to inform folks who are thinking more about a ffh so I’ve had the opportunity to sit in on at least a

Couple of the early playbook convenings and while it’s focused mainly on these individual cities it’s really a regional conversation in each one of the places and I know part of the goal of a F of H is to think about housing issues on a regional scale can you talk a little bit

About that dynamic of how this might uh might play out for regional planning and and then the role of sort of regions in this whole issue sure so it we know that both problems and opportunities don’t stop at City lines ffh recognizes that in so does prosperity playbook so for

Instance Kansas City one of our playbook cities is also an early responder for a ffh there in fact their plan is due in October so we use the playbook convenient as an opportunity to bring together those regional stakeholders so we had suburban mayor’s and other stakeholders at that meeting and we use

It as an opportunity to talk about how they might work together on producing a regional AFF age so it’s a great opportunity to layer on what we’re doing prosperity playbook but also to achieve this very tangible deliverable in that community but to do it in a regional way

That really builds on the work that folks are already doing together right and I know that the new from ripley furthering fair housing rule is still new for everybody involved but you know what can we expect I know that data is a big part of compliance with the new rule

And a lot of communities that I’ve spoken with are really interested and what that modeling is going to look like and the resources Brett can you say a little bit about sort of from your from the research and how do what what that’s going to be sure so P DNR is very much

At the table in the conversations about how AFF h is being developed and rolled out and we think it’s very important to really arm communities with as much data as possible so they can really understand where the opportunities are and so you will see in very short order

Mapping tools and data tools that are available to a much broader range right now we have that information available to our sort of first 22 responders to AFF age but you’ll see that same type of information being rolled out for all communities and we think it’ll be useful

Not only in responding directly to your AFF eight requirement but also in larger planning issues so the same kind of information we’re going to make available for a ssh is also information that you might find very valuable and thinking about other regional plans and other regional strategies excellent one

Of the initiatives you mentioned the place based work that the administration has has done supported over the years well you want piece of that from a few years ago with the sustainable communities planning grants and I know that many of the places that are involved in your work now our places

That have come through that process what if what do we learn from that what were some of the results of that effort unfortunately we don’t have an actual evaluation although we would love to do one but anecdotally we know that communities that participated in partnership for sustainable communities

Grant really had a great opportunity to build capacity on a range of issues we do have examples and cities across the country where they’ve actually implemented the plans that they developed and we’re seeing the continued impact and I think we’ll continue to see the dividends it was pretty quickly a

Relatively small investment for HUD in these communities I think we’ll continue to see the dividends pay off for many years to come but we’ve heard from many of the prosperity playbook cities that were also sei grantees that they are now better positioned to participate in playbook because of the capacity that

They built through there earlier grant work Kansas City again they’re well positioned to do this regional AFF age because they had already built a regional equity network they’re already conveniently with their mpo mark to do this work together so it this all ties together absolutely so what are the

Other initiatives I know a lot of APA members are very interested in been very supportive of funding from Congress for the choice neighborhoods program which happily has a specific planing component to the to the program your department looked at that program and sort of how it’s been working and what are the

Results on the ground do we have any idea sure so we’ve actually just completed an implementation study looking at the first five implementation grant and so I would say and this is true for most research it takes a long time to see communities of change but early results really show that you know

Choice does have the potential to have huge impacts and communities so the early results are that housing development not surprisingly is where we’re seeing the initial big impact we’ll have to wait a little bit longer to see what the other dividends are that pay off but we expect that there will be

Many and house HUD working with other federal agencies on any of these issues as you think about the federal investment in communities and in place you’re not the only agency were interested in that so talk to me a little bit about through what your relationship is like with some of the

Other partners in the and the federal gov short so we’re you know we’re at a particular time in the administration we’re getting into the final countdown we just have a few months to go and so there’s a real interest at HUD and another agencies was really making sure the

Lessons that we’ve learned thus far from our place space work really stick and so there’s quite a bit of cross agency collaboration going on to both professional eyes are the folks who have been working on place space to make sure that that is actually a career path

Going forward for for federal staff but also to really make the lessons learned stick so how can we make sure things like promise zones which is built as a multi-agency effort really stick and continue regardless of what happens in November so you mentioned that the administration is winding down final

Months here any anything that we should be expecting to see or any priorities that are going to be pursued on no playbook is obviously one are there other things that better on that list for you so you know we have a lot of great work already underway so we’ve

Talked about play but we’ve talked about our place based initiatives we’re making quite a bit of progress on homelessness so you know we are we are major partners in the interagency Council on homelessness on opening doors and so we have a lot invested in continuing to meet those metrics we’re very committed

To ending homelessness across the board and reducing it wherever we can and so I would say you know the priorities that you see is working on are those that we’re going to really continue in this final stretch we want to make things stick we also want to leave a next

Administration well poised to pick up where we left off and continue the good work and I think planners play a really important role in that you’re such key stakeholders and implementers on the ground and so you know we need you from the outside to continue working with us

In these last few months but also to be the champions in a new administration to let them know what it is that you need to continue doing your good work so I’m glad you mentioned homelessness one of the wonderful partnerships between HUD and APA is the Secretary’s award that’s

Given out each year at the National planning conference that award this year went to a planning process aimed at home says anything you want to say about the the award winner sure it’s it’s a fantastic example of collaboration at the local level but also one that really ties directly into meetings

Huds mission to end homelessness and generally you know we love doing the award and partnership with APA because it’s a great opportunity to really lift up what works there’s a tremendous amount of innovation out there on the ground and it’s so important to take a
