Officer for the western central chapter and I’m pleased to introduce Roger Malhar who will be presenting our session today planners in dangerous times communications training on sustainable communities Roger is a vice president of the Smart Growth America he’s also director of the Smart Growth America’s leadership institute which provides technical assistance programs

For state and local governments in an addition Roger as a director of the National Complete Streets coalition he has served in leadership positions in both the public and private sectors most recently as director of Missoula Montana office of planning and grants projects in which roger has played a major role

Include the development of Portland Oregon’s pearl district and Portland Streetcar which are also which are all serve as national models he has also managed to participated in signature projects for rural resort and gateway Unity’s throughout the American West Roger is a fellow of the American Society of Civil Engineers a member of

The American Institute of Certified planners and a certified floodplain manager he is a member of the asce Committee for America’s infrastructure which produces the report card for America’s infrastructure he has also past president of the Oregon section of the asce and of the Montana planners Association and he is a graduate of the

University of Virginia so please welcome Roger Melara who will be presenting our topic today great Thank You pepper and good morning or afternoon everybody this is Roger Miller we’re going to talk today about communications training for local meetings on sustainable communities what we hope that you get

Out of the session today our objectives are one a little bit about smart growth and sustainability but being able to identify the three types of people that you’re likely to find in your audience talk a little bit about the role of fear in today’s public discourse help you

With positive messaging and how to respond to opposition messaging and once we get through the messaging stuff we’ll talk a little bit about organizing in outreach because meetings take a little more planning than they did in the past I’m going to start by talking a little bit about smart growth because that’s

What I do whether you call it smart growth or sustainability or livable communities or sustainable communities or Fred idea I don’t care but it’s very important that you define your terms so that other people don’t define them for you we’ve defined smart growth as building urban suburban and rural communities with housing and

Transportation choices near job shops and schools these smart growth strategies support thriving local economies and they protect the environment I’ve been at this for about 35 years and I’ve heard some things about smart growth this is D at an earlier time back when I had less gray hair

What I’ve heard about smart growth smart growth is ugly that’s why we Americans spend billions of dollars every year traveling to see examples of smart growth like the Italian Riviera we have no history of it like this slide of Boston’s Back Bay no one would want to

Live there like in this Smart Growth community aspen colorado where the housing values are in the billions I just doesn’t work here like the pearl district in Portland Oregon where it obviously doesn’t work so shut up and drive our situation is inevitable we need to just accommodate get trend is

Not destiny we’re all planners I assume on this webinar and Liz mom fruits that trend is not destiny but there are some trends that we need to pay attention to one thing we need to look at is what we call the silver tsunami or the aging of

America this is a slide that was put together for the state of Louisiana but if you look anywhere in the United States you’ll see that the population of people aged 60 and over 65 and older 85 elder is growing quite rapidly our household projections looking at the composition of households around the

Country in 1960 back in Ozzie and Harriet’s era a half of our households had children that’s are now less than thirty percent on the number of houses that are single are about the same or will be about the same as the number of households that have children in them

And what that mean it’s because we’re living longer we’re making lifestyle choices but what that means in terms of housing supply when you look at the attached housing we have small lots single-family housing we have a large lot single-family housing we have we’re going to need a lot more or the real

Estate industry the development community believes we’re going to need a lot more attached housing and a lot more small lots single-family housing 56 million more units in the United States over the next several years but that we have 22 million large lots single-family homes in excess of future demand they

Are they are surplus and so that’s a trend we need to pay strong attention to as we talk about sustainable communities the share of growth between 2010 and 2030 over the next 20 you know years or so households with children are going to be about fourteen percent of the change in

Households in the united states households without children eighty-six percent of the total so we have a lot of housing that is there that’s going to remain the same but when you talk about the change that’s coming to our communities these households without kids and you know a third of the

Households the third of the new households will be single people another trend we have to pay attention to is obesity back in nineteen ninety less than ten percent of Montanans were obese I live in Billings Montana which as I bring up on ten examples in 2006 it had

Grown to twenty to twenty four percent and our states in the country where over a third of the population is obese and a lot of that has to do with our built environment and so a lot of people are playing with public health in mind these days another trend is housing

Affordability again some stuff I put together for Louisiana but you can go on the American Community Survey and find that most communities most states families that make the median income can’t afford to buy a house that is as median value so on when we talk about planning for the future what is our

Shorts and heretics are we going to leave them old fat broken lung ice rather depressing but as Mumford said trend is not destiny there are some hopeful trends that we’re seeing the younger generation sees cars as a burden not an opportunity aging baby boomers are looking for a more active and less

Isolated lifestyle so you see this demographic dumbbell if you will of boomers and Millennials all looking at walkable urban communities large lot housing is overbuilt other housing choices are under built and people are willing to trade house size for proximity so what why plan in this

Context um you know one of the things that we you know we’re planners but why plan Benjamin Franklin said by preparing family to prepare you’re preparing to fail one of my favorites of mine you’ll caught the best way to predict the future is to invent it if

You want to control your destiny plan for the future um football examples are always useful you’re talking to the public Bear Bryant have a plan follow the plan you’ll be surprised how successful you’ll be most people don’t have a plan that’s why it’s easy to beat

Most folks so when you’re looking in a competitive global world having a plan makes some good sense and then you can always use Yogi Berra quote is people people love you got to be careful if you don’t know where you’re going because you might not get there I’m not quite

Sure he knows what that meant I’m quite sure he knew it Hussain so why do we plan planning is not an exercise for the you know just just because we plan because we’re trying to respond to an evolving market we’re trying to provide people in housing expectation choice

Trying to make efficient use of our infrastructure to preserve our open spaces and protect environment only sensitive areas we’re trying to reduce the environmental contaminants like urban runoff and reduce VMT so lots of reasons why we plan and to the subject of this webinar why we communicate

Because something that I learned as a planner a long time it goes if you don’t do things with people they’re going to assume you’re doing it to them and when you get into that situation you deserve what you get so what we want to talk about is our messaging and

Vulnerabilities as we talk about sustainable communities there are two basic pitfalls out there one is if people perceive a predetermined outcome and the other is if people perceive that Outsiders particular the federal government are there to work with them or do something to them so you know

You’ve got your friends in the audience but you’ve also got an undecided and persuadable universe out there and you need to avoid these messaging pitfalls and focus on strong proactive message if you come in talking about how you’re going to teach people how to make their community better identify that you’re

Here from the federal government or the state government or the MPO or applying office or whatever and that you’re here to implement a new program that’s going to change their lifestyle you’ve set yourself up right from the get-go for attack it’s not that you should necessarily avoid terms like sustainable

Or smart growth but you need to define them in the beginning you’re probably wondering about all those slides the beginning well before I got to communications always define your terms and emphasize a local vision community to driven process and never something that’s top down because we all know the

Planning is very much a bottom-up exercise you need to know the kinds of terms and ideas that work in your community rural areas have very different concerns in urban areas in some communities you can emphasize that solid planning will prevent developers and taking over all day open spaces farmland in other communities the

Message that’s going to be all about jobs in the economy some places talking about a regional sustainable plans phase I browse and make people nervous so you need to know what works in your area and present your your findings present your vision present your ideas in a language

That works for your audience when you’re out there communicating in our public realm there are three kinds of people when it comes to sustainable communities you’ve got the friendly people you want them to be a part of your project you want to actively engage them have they

Be involved in making the project happen we’ll talk about them and organizing them later but secondly we want to talk a little bit about the undecideds the people in the middle the ones that you need to focus on with your message because they are persuadable and last

The third type our favorite the hardcore opposition you need the friendly people to connect with your hardcore opposition on you you need to not worry about trying to bring them around to your side you’re going to waste your energy trying to convince somebody that’s hardcore opposed to what you’re doing that that

They’re wrong in your right you’re wasting your time what you do need to focus on with these people you deflating their opposition not letting them take over your meetings and and working with them privately if you can so let’s talk about the undecided the undecided are the folks in the middle

They’re the people you really need to focus on with your message you’ve got the folks that are with you you need to keep them with you but these folks in the middle who are going to they’re the ones that are going to make the decision they may be elected officials they may

Be engaged community members I mean maybe others you need to be talking with them calming any fears that they have responding to their questions and you need to get your message to this undecided population first before our third type has a chance to because once the opposition is to find you you’re

Really in a much tougher placement and you would be otherwise some people these underside is there there there in the process they’re smart to get it and they’re going to pick your project apart if it appears to be a predetermined conclusion you know if you’re from the government here to help them organize

Groups will show up your meetings not make themselves heard they’re calm people generally with legitimate sounding concerns and if these undecided organized people want to have a constructive conversation about their concerns me they absolutely have a right to be listened to and addressed these are the folks that you need to persuade

The folks in the middle I want to talk a little bit about the role of fear in today’s discourse you know we’re we’re living in challenging economic times we’re living in a polarized country um there are people that are afraid there’s a guy named Frank Luntz it’s just an

Incredible wordsmith he’s paid by politicians and the private sector to do focus groups and give messaging advice and you know he says that eighty percent of our life is emotion and only about twenty percent is intellect I’m much more interested in how you feel when

What you think so he’s the kind of he’s advised people on you know changing things screen global warming the climate change was one of his ideas having the Republicans called a health care plan before Congress a couple years ago a government takeover of health care that was terminology that

He recommended what he does he’s very effective whether you agree with him or not he’s very effective about about what he does and you know when you call him a fear monger when you talk about people being a fear monger Easons yeah well people are afraid right now so use it

Use it to your manager loose and then he provides a bunch of stats about how you know how it works to incorporate fear into the conversation I’m not telling this you this because I want you to be a fear monger I don’t think that is a way

To go at all I think adding to the polarization and the fears is definitely not where we want to be but if you remember anything from this whole webinar please remember this slide people are afraid that’s where a lot of your uncertainty and your opposition is

Coming from if you try to disregard it if you try to brush it aside you’re in for a rough ride if a reasonable sounding person has a reasonable fear or question or thinks the government is going to take where their rights you need to respect that you need to respect

Their fears and then you need to pivot back to some empowering language about how they can control their community’s future offer solutions that will slay the fears reassure people that they are in charge of their own community because we all know at the end of the day they

Are positive messaging is what’s going to get you moving ahead the talking points you want to deliver if you come out of the gate with positive messaging in some key areas you may be able to persuade some of the undecideds you may be able to able even to deflect some of

The opposition remember you may never probably will never convert someone who’s dead set against planning and environmental protection but your goal has to be to remain calm keep on your message and talk to the underside and persuadable person you have to focus on keeping the middle of the crowd and

Not losing them to the opposition if you inoculate yourself on some key issues first you’re more likely going to keep that middle of the crowd throughout define what sustainability means to you define what smart growth means to you don’t assume everyone knows what these things mean because then you leave the

Terms open to be co-opted the issues that the opposition is likely to attack you on things like the role of government and property rights you know they’re coming so beat them to it use your language to talk about these things and frame it in positive terms you know

I’m here because I care about our community’s future on the role of government the government’s going to spend my tax dollars no matter what I’m here to get a say in how they spend I’m sure that’s why you’re here too this is a democratic process driven by the

Community so we can decide what our future will look like these are the kinds of positive messages you want to deliver on property rights when you make decisions any quick suggestion raise taxes increases school load you impact my property rights and then remind people that this is a land of rights and

Responsibilities they go hand in hand on the community’s future a community that fails to plan will face more congestion and tact and traffic and higher taxes talk about what you want I want my children and grandchildren to be able to live here make the community attractive and preparing for growth allows

Businesses to know what to expect and the plan for the future may not begin positive proactive messages these are the kinds of things you need to be saying in the community get people personal stories tell them about why you love the area tell him I sustainability

Is important to you I when I talk to people I talk about my family my father turned 80 this year for his birthday he asked us he didn’t want any more presence he has enough stuff he wanted us to tell him what we’ve learned from him and so I got to thinking about

Sustainability and I thought about the family I are named after my dad he’s named after his uncle and on and on and on we’ve been in the United States for generations we fought against Cornwallis in the Revolutionary War we suffered through the civil war in the depression the family came to

America as those see all the families that have come to America once other families that have been here all along want a better life for their children and their children’s children that’s what sustainability is you know I grew up in the church the first thing I learned in the church was the golden

Rule that sustainability my father was in the army and I was an army brat he went to Vietnam we traveled all over the place it wasn’t a particularly glamorous lifestyle is a hard life and you know he could have made a lot more money and been around his children a lot more I

Asked him about that one time he said it was an honor and a privilege to do his part to make the world a better place and that sustainability my two brothers and I are Eagle Scouts we learned in Scouting that citizenship and conservation are not mutually exclusive values but they’re integrated into

Something that makes us special which is sustainability again so I bring the reasons why you care to the to the forefront and engage the people who are your your friendlies in talking about why they love the community and why this planning effort is going to make the

Place that they love a better place now there are some people out there that are only interested in disrupting the process and if you’ve been involved in planning if you’ve been to your share of public meetings you run into them from time to time and there out there out

There more and more off or more often what is the opposition out there sustainable communities there there is some organized opposition there is some money at a national level that’s being fed into opposing sustainable communities a lot of the money comes to the John Birch Society believe it or not

They’re still around and more powerful than ever I was recently at the national conference of state legislators and in the the tradeshow area the john birch society had a booth and they were peddling their stuff the american policy center a guy named tom due east is out there opposed

To us the the anti planner on the freedom 21 there they’re all out there and the idea is that there’s this thing called agenda 21 and it’s a it’s a worldwide conspiracy of the united nations and the good folks at pickly to take your property away from you and and

Heard you into smart growth concentration camps and all the rest of this stuff there against planning their against anything green there against facilitated meetings believe it or not going in and suggesting that we facilitate a meeting and have break up into groups of things like they’re they’re people that are opposed to the

Meeting process they’re opposed to conservation easements and preservation they see consensus as a dirty word there are folks out there who are organized to be asked you if you’re in this sustainable communities movement their opposition the message is that united nations agenda 21 or the world order is

Out there they talk about the three e’s or the three-legged stool environment inequity in the economy that climate change hopes that the government’s coming to take your land away that we’re all in this social engineering action we’re not always in a situation where we can simply deliver our points and win

Over believers there’s plenty of opposition out there and and how do we deal with this their messages the speakers like Tom do we start delivering their organizations you know organizations communities regions that are trying to develop and implement plans you shouldn’t be blindsided if these targets come up because they are

Out there you shouldn’t fight line by line about attended 21 and the United Nations and equally and all the rest of that stuff but you should be prepared that it might come up so that you can pivot off of all that stuff and get back to your points

Um we have more information that we can get you if you’re interested in it but what we want to talk about is addressing the points that your opponents are making and getting back to the positive message that you’re trying to put out there so you know why the attacks why is

This happening now the you know people have been out there for years there have been property rights and takings issues and eminent domain discussions and people that are concerned about their taxes though but why is this happening today we think there are two primary reasons one is that odd in the audience

Our audience is very skeptical of government when elected officials run for office against government um you know since the days of Watergate people are more and more and more skeptical of government government’s role and that makes an anti Smart Growth message something that people are particularly receptive to that’s something that we as

Planners can’t necessarily control but the other reason for these attacks is organizational and messaging failures like coalition’s and communities that are doing planning you know again we assume that we’re we’re all out there for truth beauty and justice and people are just going to implicitly understand

That and agree with us and it it just doesn’t work that way so when we talk about anticipating the opposition we use this we call the opposition box to brainstorm the tough questions and plan our responses this box looks a little like a tennis court and it’s it looks

Like that on purpose the top two boxes is really opposition in the top left box of them on them that’s how the opposition defines itself what they’re saying about the issues the top right box them on you that’s how the opposition is defining you and if this

Is where the conversation or debate is happening that you’re not controlling the conversation and you’re likely lose or you’re getting very little traction on your issue do not play the game in their area transition it to your areas the bottom left box is where you list

All the things that you say about the opposition this is where you can this is a box you can use the polar conversation over to your messages and then the bottom right boxes you defining you if you’re conversing down here this is where the conversation is that you’re controlling the conversation and likely

Winning or getting some traction to move forward so when you’re engaging with the opposition it’s always important to pivot back to where you are defying yourself and your goals on your terms your goal is to take charge of the conversation not to win or persuade that you’re right or they’re wrong but you

Want to get out of the narrow frame that they’re attempting to put you in and tell your story on your terms so the people that are with you and the people that can be convinced that what we’re doing is is a good thing can can can move the process move it forward that’s

Where your main message should be there’s their criticism of you there’s their main message and your response to get back to your main message sources where you want again you want the conversation to be so the opposition when they come in they’re here to stick up their property rights and maintain

Their freedoms their ear to be able to live the lifestyle I want without anyone coming and telling you how to change that you how I have to change to meet their their big ideals probably heard something like that before you need you know the other thing they talk about is

You want to change something to take away my property rights so it’ll be impossible for me to sell my land government has no place this is them defining you this is an illegitimate processor than by socialists the UN that if that’s where the debate is again you’re going to lose pivoting property

Rice is an issue we can use this process to make decisions to protect our property rights and control our destiny one of the things that we find a very effective message when you’re talking about planning it’s about choice and controlling your destiny controlling where the community is going to go the

Economy this will help our businesses in our economy disrupting this process means that others don’t get the freedom to participate you have turned their issues back on them and then talk about what we were trying to achieve this is our communities planning process we all

Deserve the right to be heard we need to plan for the future this is an opportunity for everyone to share their ideas I want to be a part of this to make sure my great community is there for my kids and blankets again regardless of your persuasion our children our children’s children the

Future is important to everybody so your project’s success will depend on the organizational strength of your team and if you’re not actively engaging your team and partners looking for friendly participants at every meeting we’re planning a meeting without a strong moderator you’re likely setting yourself

Up to fail the projects that go down in flames are the projects where the people that are for it stay home where we don’t bring the right skills to the meeting to moderate the discussion and and where there just isn’t a coalition there that actually wants this thing to happen so

We’ve we’ve wrapped up the messaging stuff we want to talk a little bit now about how to organize a meeting that will minimize conflict and have the best chance for success we’re going to give you some ideas for organizing an outreach as well as planning for

Conflict um you know how when we talk about this you need to develop working groups for your project don’t just have a staff exercise and then come in and present I’ll bring people together have individual meetings with work halls with the people that are are partnering with you the neighbors that

Are actively engaged or some highly targeted subset of these folks use the meetings and calls to hear from them about what they’re thinking what their concerns are engage your audience in your meeting offer resources and ideas and materials to your partners one of the things that I found in my career is

If you start a planning process with information and resources and ideas and materials that people can can use and talk about instead of starting with the ask um you’re going to have a lot more success and make sure when you’re organizing that there’s one point of contact that people can reach out to

Even if that person doesn’t have the answers to all the questions they should be able to pass the information around and get back to the people that you’re working with if you have lots of people speaking for you you’re going to lose clarity um that’s going to be a problem

Going forward you really need to think before the meeting Billy you’ve done all this great technical work you’ve done all this great planning work running the meeting is a professional exercise as well you need to think about what’s the venue where am i meeting what are the strengths and weaknesses of the place

And think beyond is there a door I can run out of or where do I park my car so it doesn’t get Daniel analyzed but you know how does it work is it a good place for breakouts is a good place can I get people around the table rather than me

Up front and everybody shouting at me so what’s the venue what’s the format of the meeting is it an open house we’re going to break into groups as it is a formal public hearing who’s going to be there who do i do I know is gonna show up because they’re hardcore opposition

Or the undecideds who are the people that that are likely to be favorable and engaged in this process how do I get them there too that that all the sides of the issue were there and they’re one of the questions that are trying to come up if

You don’t sit down and do a 20 and tough questions exercise with yourself before the meeting you’re not ready and thinkin on the flies is not the best way to do it so in planning for conflict we use the acronym plan prepare learn align negotiate all planning and community

Building experiences are going to generate conflict at certain points just be sure of what we do so despite the common perception that everybody is a pathetic that all rather sit at home and watch TV people are generally pretty passionate about changes that are happening in their backyard and the

Processes which can affect us and shape the future of their communities so what’s most essential is to address these challenges is by expecting that they will occur and by being prepared to engage those challenges that created a non-confrontational way so this four-step plan process I want you to

Keep in mind during before a meeting during the meeting and after engaging in any planning process so planning for cooper conflict you need to prepare appropriately you need to structure a clear agenda you need to select a strong facilitator or co-facilitators for your project you need to clarify the purpose

Of the meeting why are we going to be are we disseminating information are we looking for input are we making a decision the purpose of the meeting is very important we’re not having a meeting just because allow attendees to provide input beforehand that gives you an opportunity to get some great ideas

And also gives you an opportunity to anticipate the kind of conflict it might become coming at you review the types of conflict that might arise reflect on your own attitude and your reactions around the conflict the very worst thing that can possibly happen is that the people running the meeting get mad so

Think about how you feel if you can’t be objective and contributing maybe you need somebody else to do the meetings for you and think about techniques that you’re going to use to address potential challenges that are coming in learn about the attendees and listen for potential conflicts that’s the second part of

Planning for conflict speak with participants beforehand if it’s possible or circulate a survey beforehand it as possible clarify expectations and agreements by listing outcomes for the meeting itself as well as group agreements about behavior surface dissenting opinions but don’t let them become the focus of the meeting the

Third thing you need to do is is align with others you know planning a strategy to keep focused on the agenda and a developing approach and some rolls for the different people at the meeting for addressing and redirecting conflicts and then negotiating with others who might raise concerns the surface conflicts

Structure a process for people to share their ideas one by one create small groups repairs to discuss particular concerns legitimize concerns you know that’s a real good point and we need to have a meeting on that but we’re not going to do that now but we’re that to

Another meeting they have a whole group stop and write down concerns or vote on the next steps you know those those are techniques that you might want to consider breaking into groups having people write down thoughts telling people they can host their own me if they want if they don’t want to

Participate productively in yours those are things you can do you know if someone begins talking out of turn or interrupting someone is talking you want to say things like you know we have an agreement that people talk all the time and are recognized by the facilitator before speaking if you’d like to say

Something we’re happy to have you share this during your turn or you can try something like now let’s break into groups and answer the questions you’re currently working with write down your ideas will come back to a larger group couple minutes if someone will stop talking you know you’ve sometimes you

Just have to interject after a while I’m really sorry to interrupt an order have everyone participate to get all the ideas out that we need I’ll have to ask you to stop at this point or something like I really like to hear more about what you’re saying but we need to let

Others speak at this point let’s let’s talk more about your ideas after the meetings again polite and respectful but it’s time for other folks if they continue to keep talking if you just can’t stop them you know you begin with something like we’re all here because we

Want to create a better future for communities and I honestly you’re interested in this as well part of that’s listening to each other I’d like to invite you to do that now it’s stopped you listen or you take a break and have the group engaged in writing

Down some ideas um if you have people to show up and try to take over the meeting or try to push their own agenda you know I’m sorry but we’ve already decided on who’s going to be facilitating this meeting if you’d like to have a top a meeting about the topics that you’re

Discussing you’re welcome to use another part of the room or another part of the building and people who would like to discuss these issues can join you there or you know we’ve agreed on an agenda and ask people beforehand to provide their input again you prepared you ask

Them the apogee of them the opportunity to provide your input beforehand there’ll be an opportunity for you to share your ideas but we need to stay focused on the agenda that we all agreed to and if you get to that worst-case scenario where they’re yelling or chanting or or just interrupting your

Process for the sake of interrupting their process you let them finish their yelling or they’re chanting just stand there logo for a while and when they kind of peter out are you done now or ignore them and talk to others at the meeting encouraging them this is this is

Really difficult but encouraging them to focus on what you’re there to discuss and just ignore the chanting and yelling you can ask people to leave if they don’t want to engage productively or you can just take a break okay we’re going to take a break and reconvene in 15

Minutes and sometimes that’s the best you can do after the meeting in terms of next steps um you need to make your websites and public documents in plain language not planner or in you’re speak if you’ve received funding with a grant from the federal government a sustainable communities fan or a tiger

Grant or a GBP a technical assistance kind or whatever I just don’t don’t just post the grant documents out there and think that equals outreach you need to know in your process if your opposition is organizing and if they’re organizing engage them get them in the tent and you

Know plan ahead to anticipate the challenges that are going to be coming at you so again just to review what I wanted to get across today in our session was that there are three types of people that are going to be in your audience you have to have different

Approaches for working with the folks that are friendly the folks that are undecided and the folks that you’re never going to persuade understand that fear is out there you have to respect it you have to let people get over it and you have to give it to the positive

Messages we’ve talked a little bit about positive messaging and how to talk about what you’re doing is very positive terms how to respond to the opposition and get the meeting back to the messages that you’re trying to get out there and last but not least how to organize and and

Plan and learn and align and negotiate to reach out through your various audiences as your meetings as your projects go forward so I’d like to close the presentation part of this with one of my favorite quotes we have the freedom to make informed humane and intelligent choices about the kind of

Eakly i believe easy i don’t know if he’s still the chair but it’s a diff of good people trying to get good information out there they do find themselves subject from time to time to some substantial abuse when I was in Missoula we the city of Missoula was a

Member of Italy and one of the most contentious city council meetings we ever had actually after I left and came to Smart Growth America but just watching it from the outside the city was paying its $1,500 akley do’s and the check was on the check register that the

City Council was going to approve in the consent agenda and a conservative member of the City Council who has since been unelected pulled that item off of the consent agenda and had a bunch of people from the outside they weren’t members of the missoula community come in then

Rabble rouser around paying $1,500 dues to this organization on good folks I encourage you to take a look at what they do they have been made to be again that messaging thing about yes identifying things stating your terms before somebody States in 40 they have been demonized by the other

Folks that are against sustainability okay thank you roger we had one clarification from a student that says it the acronym is ICLEI and as local governments for sustainability so the acronym is no longer valid but hopefully that would provide enough information to answer the participants question the

Next question that came in is for you Roger is what is the most common agenda 21 argument you have seen and what was your response uh the the most common were there two of them the one is that this isn’t really a local issue at all this is the United Nations trying to

Drive our community agenda and and the other one is that you’re trying to take away our property rights this is a conspiracy to take our property rights so the notion that there is some large big brother United Nations conspiracy to change the zoning code of yo Missoula

Montana or New York City you know okay the United Nations is out there agenda 21 is out there Muslims around a lot a long time before those guys will be here you know going forward we had a zoning code before they’re out there and that’s

Good bring it back to this is a local issue this is about us controlling our own destiny and if people are afraid of people coming in from the outside and imposing their will on the community and what better reason to plan if we have our act together for what we want then

Nobody’s going to be able to tell us what we get so planning as a a means of ensuring that we’re going to control our own destiny is to me the best argument against this this agenda 21 conspiracy argument the the property rights thing is

Is an old one and again you get into the notion of rights and responsibilities and all the stuff that we’ve addressed as planners about property rights going back forever that we’re talking about the public’s health safety and welfare and again personalized I own property

Too I have a house I own a car I know III I understand where you’re coming from but as an owner of property I have responsibilities to my neighbors and my rights and any property owner’s rights don’t begin with one they’ve chosen to develop their property the neighbors

Have rights too and we’ve all got like all got to get along and bring it back to that great Roger I like the next question from a participant do you have a list either in a word document for download of those various responses you use to pivot meetings and to stay on

Track I think we all love to share scripts so to speak and to be able to borrow from each other’s tried-and-true scripts that we know work in various situations so do you have such a list or would you be willing to put one together well the the webinar that we just did

A in a world hurt I think I’ve lost what’s been happening in alabama and tennessee and other places and we’re kind of behind the curve on that stuff i think some of its going to come back to bite state legislatures and state legislatures over I’m because there is money available to

Local governments and regional governments to do great stuff that may you know local communities may not be able to accept because of some of the language that’s out there but again I think I’m awful lot of what we do as planners is done at the local level and

A a resolution or something like that is just that I focus on making good things happen on the ground and as a planner working in my community and then as a citizen I focus on getting the kind of state legislators that I like to see in the legislature end maybe the dialog

Changes over time great Thank You Roger the next question is if you have examples of how to explain smart growth plan or ease into plain talk a few more specifics and perhaps you’ve provided so far in your discussion yeah sure and I would recommend you know if you’re

Interested in what good language on Smart Growth our website has a ton of it we’ve got all the wonky stuff you’d ever want we’ve also got it in pretty plain English one of the things that that we did when we were kind of rebranding we went from kind of the think-tank e group

To a more of an advocacy and technical assistance organization but we we chose to define smart growth smart growth is strategies that provide housing and transportation choices near job shopping in schools to help support providing local economies and protect the environment we try to make it very simple there another good place for

Language on smart growth particularly if you’re out in the West it’s the Sonoran Institute they they own again you can find Sonoran on the website they’re out of Tucson with offices in Colorado and up in Montana they just did a really neat video recently called choices um that talks about smart growth and

Planning from the perspective of the Western community and choice and control of your own destiny and you know I’m not just pitching that because I’m in it although i am and i’m glad i was i’m proud of the video but you know slowest senator Alan Simpson Wyoming and conservative county commissioners and

They’re talking about this stuff in language that works for them if you’re on the East Coast grow smart Maine has a really really good stuff down in 10 Tennessee Cumberland reaching tomorrow I would encourage you go to our website go to other websites when you go to our

Website if you’re you know from a particular region of the country see if we have local affiliates local coalition numbers that are there in your state in your community and use messaging that your use that they’re using that they sound effective in their part of the country great thanks Roger the next

Question is do you have any recommendations for getting city staff / elected officials on board with having highly managed and facilitated meetings um yah if you’re not mad if you don’t if you fail to prepare you’re preparing to fail you know the notion that we’re just

Gonna put a microphone in the middle or I’m gonna let people get in line is is no way to do business I found that the Smart Growth message may not be the message you want to use with would see your staff and electives but an efficiency message a good government

Message a less not waste people’s time their invite everybody into the room you say well now what you want to do the public and the players in the public process whether they’re at a local level or regional level or a state level or federal much more sophisticated

Than that anymore and and what we’re doing and what we’re recommending and what I would suggest that you recommend is we’ve we’ve got to change with the times recognize that we’re not dealing with a bunch of dummies we’re dealing with some sophisticated smart people and they expect a professional presentation

They expect that we’re going to do this right now all the things that we talk about in terms of learning and and engaging what we’re trying to get to is like I said at the very beginning where we’re working with people you don’t want a slick show that people perceive as

You’re doing it to them oh we’re just here to learn what you’ve already decided in some room in the back you really do need to make the point that we’re we’re taking input and develop a track record of taking input from the community and changing in response to

That input evolving the plan in response to what people are saying but again it’s not enough anymore to be a good technical planner or a good civil engineer or a good city manager you have to be able to communicate effectively with your constituents and that is a learned skill and there are techniques

That work that are not manipulating the process but facilitating of public engagement extremely well said Roger I think everybody recognizes that that need and an ability to hone those skills is critical in today’s environment question from a participant that wondering didn’t President Bush sign off

On agenda 21 with no ties to the United States yeah again in the first president bush and we participated in it agenda 21 is not a treaty it’s not a rule it’s not an order and if it was if it was how effective is the United Nations that

Making things happen you know a protocol is an agreement that the nations of the world the nations of the United Nations will work together as sovereign nations to solve problems that extend beyond their borders that’s not bad thing but in the gym 221 if you read it and regardless the countries have their

Their own powers their their sovereign states and we decide how we’re going to do things our way the United Nations doesn’t dictate anything the United Nations provides technical assistance the United Nations provides a format for communication the United Nations provides a forum for communication but it is a problem you know these are

Issues that we’re going to solve locally you know and that’s why we’re so engaged at a local level we we try to provide through our organization vocabulary and technical skills and information that people can use to make decisions at a local level agenda 21 is the 10 to 21

It’s it’s no bigger or smaller than it is hi mice go look at you know and when people bring that up I don’t try to defend it I don’t try to say it’s well what was still w’s dad that did it or eight I don’t worry about I say okay

That’s nice let’s talk about what’s important to us and bring it back to controlling our destiny at a local level now you’re not going to debate the world yeah we’re not going to solve all the world’s problems here tonight folks so let’s not even try but let’s let’s worry
