A committee that evaluated every single step that would need to be taken according to many different criteria the main cities that we have been working especially during the last year that are present in this forum today in order to share their experiences have been the metropolitan area of guadalajara

In the state of jalisco the metropolitan state of quito and in brazil which we as we just saw in the video how can we have a different experience in public transportation where they’re interoperable sustainable to actually benefit the inhabitants of the metropolitan area of guadalajara and the

Rest of elizabeth in order to make the city more equalitarian egalitarian and inclusive for many months we were working on the solution in order to modernize the system of public transportation in the state implementing a new system for digital payments this is more sustainable faster and accessible for everybody the second challenge

We worked in order to create a digital school that would be free to all applicants all done in an effort to help salvador to bridge a gap between the vulnerable citizens and new opportunities and better tools for the development of their own life so this is these are the programs that we

Implemented and i’m sure we will hear about the experience of each individual member of the panel in a second muchisimas gracias actually we’ve heard this in all interventions the pandemic have accelerated the transition with these changes both internationally and regionally domestically changing many aspects of urban life at the same time

So at the same time we’re looking at the future of latin america and an urban environment and we are honored to be able to hear julian this morning he’s the head of sustainable development for back latin america and the international council for water he’s an economist and a business administrator

The caribbean since we are so vulnerable so vulnerable already and in the context of epidemic obviously this is more complicated so it becomes more important to further our efforts so thank you very much we’ve been working very closely with eugene in our coordination for a while we’ve also been working with the dominant

Pleasure to be able to share a couple of minutes with you with all my different colleagues letting you know that the work that we’ve been doing at the inter-american bank of development is furthering of the digitization of all the member countries we have 17 members actually we just had an 18th applicant

For that last year we worked in this network seven different exchange sessions and trading of information with local government which was a very enriching experience so that we could learn from each other’s story and somehow catch up somehow understand how many different how the different aspects of the management of digitization should be

Especially in the context of epidemics so let’s get going practically in terms of urban resilience is the proposal that we’re still working with uh at the level of a local government this has already been mentioned so i’m going to try to speed through this part of the presentation

The dynamic is an opportunity but it has created many different needs very different essentially such as digitization which are so important today just imagine what would have happened if academics had happened 20 years ago when we when we needed to use a dial-up connection right and that would have been so

Difficult this is actually romine was telling us how we are adopting new technologies especially in the communication and information sectors and we’ve also been listening to how it’s important for us to pay attention to digital banking which again presents us with the opportunity to be more financially inclusive but also

Don’t mean to overwhelm you with numbers but over there forty percent of all workers can work remotely and work from from home and has been able to do so throughout the whole endemic nevertheless latin america and the caribbean step out estimate that only 21.3 of all workers are able to do it

Africa’s rates are at 15 but on the other hand at a factorial level the probability that one person has to work is about 80 in across all professional activities if each obviously there is a significant gap in our region with connectivity availability actually i was talking about this with

Prepare all the cities across the world and with an agenda of adaptation to the environmental challenges that we face today now i would say that our challenges nowadays are quite significant on average the digital axis at least that is efficient and our region needs to be

Better in the sense that the prices need to be more accessible to families and there needs to be a framework that is adequate for people to access actually it has been proven that less than 50 of our entire population has brought that internet and only let that person have high quality optic fibers

In terms of average this is of course the generalization but there are great separations across the sectors of our society for instance in chile it was only 15 percent that people had broadband but then in bolivian paris why only three percent of home had access to the internet Availability which is almost 10 of the homes in many many countries and the cost of the smartphone obviously is quite significant because it can reach 30 to 35 of the the key things that i wanted to mention in terms of the gap there is a great amount of technological illiteracy in our country

It has also been shown that at least half percent 50 of the people in our region were not familiarized at all with any digital games or there were also many individuals who are over 200 mainly people that have been technologically concluded because they don’t know how to use any

Of these devices and this is of course one of the biggest challenges that we need to face in order to bring people into taking advantage of all the opportunities that we are in regards to the general government we would say that we are not very ready to take

Advantage of all the benefits of digitization in 2015 only 30 percent of the countries in our region had a way to access their services digitally then of course the international pandemic came and everything obviously we need to see how we’ve done over the last couple of years but we are clearly still

With our sights on improving our development and adaptation but it’s clear to see how the pandemic has affected all the different sectors of our society across latin america the caribbean because there were many children that were not attending school at all for a while and the subject of digital education has

Become something of a deprivation to a lot of the population and then this has obviously affected the labor market is to fully integrate in our society obviously now the benefits of digitization have gone from being just a luxury to natural needs and i think that bridging this gap is something available

To all governments many governments in latin america and the caribbean are estimating that over the next decade broadband availability will go to Wrap and working from home will amounts to zero points over 0.13 gdp for each country and one of the goals for connectivity will be of 62 percent so if we run a cost analysis on these budgets but we compare it to other great investments that latin america and the caribbean

Have to commit to in order to bridge the infrastructure gap in development economies we would say that the effort to cover this particular need is not that great now one of the most crucial elements in order to face the economic technology in this region as a problem of this nature i would say

That the countries of latin america and the caribbean has started to have started prioritizing this challenge especially in the informal markets needs of this region so that we can enhance them and improve them for a better post endemic administration which will now be the basis of a resilient agenda to change the whole

Region now secondly i would say that it’s important to deepen our understanding and our involvement with urban digital inclusion so that we can reach the digitization gap in many different homes from the government but in order to do this we need to understand what are the effects

Of having an access to the internet is raise one of the people so that we can understand how to bring them not only just from an economical point of view but also from a cultural point of view in advance and lastly we need to understand how to bring

Theory of operation to an actual actual practical practical knowledge so that we can rise from the challenges of this pandemic now i’m going to go on to the next slide just so that i can share with you two very free spaces that we’ve been working with in the uh

For a long time the first one of which is obviously working with one of the regional government now within the framework of our initiative cities with the future we have been advancing in a financing aspect for that is important for operations the direction plan for technology and intelligent cities

Which probe which promotes an intelligence a smart steady model that is obviously sustainable and inclusive focused on the people and that makes sure that everyone has access to platforms of interaction and communication in order to boost the growth of digitally fueled business within the region we want to install over two hundred

Thousand kilometers of plastic fiber cable which we are subsidizing and we are also developing developing an urban cloud and a system to better administer the city in terms of a great digital environment now we’re going to go into the next case i’m sorry for rushing through all these things this is the

Program that we use in the city of buenos aires platform for climate change and the fundamental implementation of the goals for climatic sustainability which is a commitment of to significantly reduce greenhouse gases by 64 now this initiative which is aligned with many different protocols in the government that we’ve also been

And again these are many problems that our citizens have already faced just because they were had no access to the internet because they were not able to work from home because they could not go to work during the conditions which we’ve all been subjected to

So i think it’s very important for us to realize at least in this conversation so we can not only improve access to technology but also how we can have better quality and digitization services after the city resilience needs to be incorporated as a public policy so that we can all have it

For instance urban services create resilience and they should be delivered to all levels and nuts and crannies of society i do think that we are now key allies in order to improve the lives in our city technologies can not only help Alarms in order to detect what is going on in our situation in our societal situation but we can also improve the life quality of life by understanding everybody’s challenges such as we’re seeing today which is the reason i am excited to be here today because i

Want to learn more and i want to share more with all the different cities that are here tonight so that we can understand how to make our citizens lives better and now listening to the panel members let’s actually start doing that let me introduce public transportation in mexico

We are also joined by david which is the metropolitan director of resiliency and finally a systems analysis uh systems analyst in working with the company and government of electronic governance so thank you everybody for being here and thank you for telling us what your city space challenge is we’ll start with the

Director of transportation services in the state of jalisco their mobility in guadalajara has experiments and many different changes during the last few years implementing new processes obviously for urban development and the new applications for city planning as well as data ministry have been seen seeing great benefits obviously there have been many implications

That the coveted 19th endemic had a great effect on all transportation services so now they are taking this into account also keeping in mind that public transportation is key to the life of the city so now leo please tell us how has implementing digital payments and public transportation and how do you think

The city’s resilience can be implemented good day everybody thank you very much for your invitation uh i’m here on behalf of the government of jalisco i would also like to say that also in this call we have the leader of this project the appropriate channel to answer this question

So thank you very much for mentioning us and now go ahead back there [Applause] For the mobilization service and technological services who have taken care of this project from the very beginning working alongside the territory management section of our government and in many different cases we’ve also worked with the foreign relations at office so i would like to first start by thanking recipes and visa and

Everybody else for having chosen internationally in terms of implementing technology the new model to improving urban mobility in our city we have done this with an approach to create a resilient system but also to create a system where there’s gender equality and that helps us put more vulnerable people in the center

Of our attention more than 6 million people this is the second urban settlement in the country of mexico and for the last three years we’ve been implementing a new public policy called nemobilidas my mobility which is an integral system for mobility where today with an electronic payment system that

Has been implemented over the last few years we have achieved digital payments through a card that can be seen now and where it works across all the different systems of transportation not just for the rest of the state for instance you can say the light train the rct systems

Which basically allows each citizen to have at least a thousand points in their car in the card and over the last year we’ve seen a growth of processor 5 to 35 of the population we’ve heard from what other cities in the world have benefited like in the case of

These digital payments so i see that our strength and our growth is parallel to that of other cities this can be done with proper organization and proper education you will probably reach better results than you think the greatest work that has been done in this country is in terms of sustainability when we

Inoculate the new rtp lines these are many articulated vehicles that have many different complementary units which will move over three hundred thousand users every day this system also includes the implementation of whole state which has been part of a urban regeneration program for our city and as i said we’re going to inaugurate

It in a couple of days in order to have it fully functioning by january it will be next year where your electronic maintenance done would be the credit card for the first time in mexico will automatically constitute automatic bank payments in transportation we’re thankful for this phase

This first phase where we have learned and collaborated with many institutions with many of the generosity of many non-governmental organizations we believe that in terms of digitization and using schools to bridge gaps towards the resilience and offer better services that are in everybody’s reach Have a better and more inclusive state and the economy of our people the people can live more comfortably and safer and lastly but not me so all the public transportation routes have been digitized in this first phase which allows the users to interact with our network in

Order to see where clusters are located to see where each route goes and where it begins and in the future this will be a real-time tool for users to see where the units that they are reporting i would like to thank resulting cities for bringing us support in this forum

And also i would like just to be thankful for this first phase which we’re about to conclude because we’re reaching the goals that we set ourselves able to do there are 42 stations that are getting ready to welcome more than 300 000 users per day which will be completely operational next year

And they will be able to be accessed by digital payments which opens the doors to many more technological advancements in the future better accurate and better security security and public transportation quality thank you luis thank you romina and thank you everyone else here with us thank you very much secretary your work

Is very interesting today now i would like to give the floor to david davis the director of brazilians for the metropolitan district of quito so david thanks for being here with us today means that we have to understand the separation between the urban areas and the rural areas and

Agricultural productions in the field all of these farmers come from many different places where they have to act as many tools so that they can also take part taking urban life how fragile our local economies are and how change of supply and distribution of products in the country

And face difficulties so how do you think that the digitization of local businesses especially agricultural sectors to an electronic market can improve their entire economy and how that can contribute to making the whole city more resilient in this program what has been the story of our city up

Until this point in terms of resilience building then the second point is what does it mean to work in an agro-good system agricultural food system and the third point is what does it mean to be able to take advantage of technological tools that are just positions

So going back to the first point we’ve been working since 2016 and we’re looking at a metropolitan scale how we wanted to make the city more responsible what i mean by this is that the agricultural food system in our city is distributed alongside all of our territory and if we’re going to Approach it we need to look at all the different characters outside of it nevertheless in terms of time i’ve seen that one in every two keto ketoans are under 30. but this situation will change we will stop being young and we’ll be something oh and we’ll become this means

In the future there will be a need for good job offers for all our citizens and i think one of the things that people need to work on in order to become more resilient this approach does not need to be focused on one gender in particular but it should actually be

Done with gender conscience and with conscience what are the best activities that could not only contribute to making our city more resilient but also growing to also grow sustainably the retail cities network helps us create the statistics to figure out what are the best productive sectors that could

Help the city become more villains from these perspectives and one of which is of course Having access to food at the end of the day it’s connected to everything for instance connected to receiving proper education as a child this means that if we tackle all of these issues at the same time we can bridge the electricity conferences in our city and we can also

Economy and get rid of the difficulties but we also want to bridge spatial gaps and economic gaps in between all of the sectors of our society of course we do need to work uh into creating more technological literacy across our people this is just part of the work that can be done

So that we can understanding the role of technology in the development of cities in the long run at least from a demographic with reviews and on the short term from the point of view of bridging facial gap we can see that one of the main tools i

So we have a very very well trained team at immigrant so we can process this information going in the right way in order to achieve proper mobility and food sovereignty and how do you think that our program has helped you thank you very much for this question the answer is simple

We’ve still got a long way to go in order to achieve sovereignty food autonomy is not something that’s in our raiders because pizza depends at least 85 percent is difficult to change because obviously cities are just a place where so what we demands to do is reduce the dependency on production another problem

Need in order to go forth with digitization and transportation at least the problem for us has been informality it’s the model of the buses and the way that they’re directed which has not allowed us to use better locations but like the ones we’re trying to get today

So the first step is to be concessionary it’s just the people working in our buses not as an enemy but as an ally they wanted to help by subsidizing them invest more to create a better infrastructure for them to work and for everyone to move around our cities one essential part of the

Infrastructure after formalization obviously is to create a better technological structure yes we need to get many new buses online and we need to create a lot of new public spaces in order to improve mobility absolutely necessary step is to not spend it but to invest and help our people

Become more formal in their in our scheme across our city and this will lead to a better implementation of technology or new tendencies that will eventually lead to a more sustainable kind of transportation this is what i would say because i think this is where many of us are latin america

Thank you very much secretary now you david absolutely thank you has more to do with participative planning and co-creation projects we are expecting these solutions to have the best chance at success and in order to do this we understand what are the actual challenges what are the barriers

That prevent most of the people from adopting these kinds of solutions and basically we need to listen to people and on the second our second step would be to sit down with them actually to create new structures that would support the ones that have already been implemented

And this is not just in the development of technological uh tools in terms of everything planning for different structures in urban resilience thank you amazing please tell us first of all we’re working with connectivity in salvador they’re all different neighborhoods have been connected and we’ve also been sure to look over

Education so if there are any students that need to to come closer to us well we have we have trained a lot of our citizens to be able to support them as i said in my first expansion having access to tools means absolutely nothing if but people are not trained to use them

So we are open to our citizens so that we can answer their questions and train them in the way that they need to be trained so they can use all the tools so they know that they’re well represented and they can improve their connectivity their communication and their work that’s a warranty

As a warranty to the citizen by saying you will be able to have the knowledge that you need in order to have a job and you will have a job there’s a whole training structure behind our approach in salvador so thank you very much for a question

This is a formula that helps us understand how these formula can help innovation a resilience can help innovation to create more and more resilient countries so this is an offer in methodology that can be very useful not only for the people that are working with these subjects but for

Words of pride and thankfulness from myself and my team and after the success of this first edition coming up in 2022 we will enter a new phase of the program obviously we would like to continue this effort in support of all the different sections of our society We would like to give you a couple of sneak peeks of what we’re going to do in the next edition first of all we’re going to make a reference to the cities in the second edition where there will be support to a new group of latin american cities

Which is obviously yet to be defined we don’t know what countries are going to be there but we will work with many cities that are committed to action to renovation and collaboration in aims of making the world better for us in the future as i said we want to work with a group

Of many different new cities that have not participated in the first edition and the second point that i would like to talk to you about today is making a reference to the thematic focus so this for the second edition we will work with urban resilient transportation

We will look at the effects of this endemic 19 synthetic and the rapid urbanization effect so honestly we see that there is great pressure in accelerating an interoperable urban structure that can allow most of the sectors in our society to benefit we think that it’s also very valid to Improve access to safe equalitarian universal mobilization probabilities for our citizens both in normal times and in terms of crisis too so there will be a formal announcement when we announced where where we’re going to be working with especially the people and the panel members for the next edition
