Area plans corridor reports and various other planning efforts so at this time i’ll hand it over to kate hello or uh oh okay hello ben hi ben all right good morning my name is ben hitchings uh it’s a pleasure to be here this morning i wanted to start with the story

I was driving along the road uh one day and i saw this sign for fried gizzards and livers yummy hot wings and gas was only 349 a gallon and i thought wow this is a great place but that’s not what we’re talking about here today uh instead we’re talking about uh great

Streets great neighborhoods and great public spaces uh that are the result of a collaborative partnership between community leaders uh the business community non-profit organizations and local government so if you’re here for the webinar on where to find cheap gas or the finer points of southern cuisine you’re in the wrong place

But if you’re here to talk about great places and hear about what we’re doing in north carolina then you’re in exactly the right spot uh kate and i are gonna go through three different components in the presentation first i will talk about organizational considerations and setting up a chapter level great places program

Then kate is going to talk about the program structure that we’ve been using in north carolina and some of the details of that and and some of the uh media work and success that we’ve had with the program and then i’ll conclude with some of the innovations that we’ve uh

Developed and lessons learned and a brief discussion of how the program might be adapted for chapters large and small okay so let’s start with organizational considerations uh fleming alamein and i were brainstorming in the fall of 2011 and we were thinking about how we could bring recognition to great places in north

Carolina that are often underappreciated we were also looking for a program that would highlight the positive impacts of planning and help us engage decision makers on what makes places great and finally we thought it would be really helpful if we could have a signature project that might catalyze expanded chapter

Volunteer participation in in our work and so we had one of those eureka moments when we thought well why don’t we develop a chapter version of one of apa nationals most successful programs the great places in america program uh which has been going strong for maybe seven years or so now

And so that’s what we set about doing uh we worked with our executive committee at the chapter level uh to brainstorm on on on the concept uh then we formed a project committee i drafted a concept paper uh we worked with apa leadership and staff who were very helpful and

Supportive in our effort like with any project uh especially one that has a lot of deadlines and fair amount of coordination we drafted a project work plan and a budget our our executive committee allocated five thousand dollars in project funds and we also applied for a cpc grant

Which we received for another five thousand dollars which helped us pay for a video public service announcement and we’ll talk a little bit more about that later in the program uh the assistance that apa national provided was was really helpful in structuring the program in an effective way

So uh paul farmer uh denny johnson and others counseled us on how to how we might do this and i think a key piece of advice that we took to heart and uh that was very helpful was to start small and try and be successful uh with the initial program and then

Build on that success in subsequent years apa also provided us with some excellent design support susan deegan did a logo for us and also prepared a wonderful certificate all sort of consistent with the apa national branding effort and so that was very helpful and then apa national denny johnson has also

Provided some national media outreach sharing some of our press releases and distributing to a broader set of media outlets so the apa national support was integral to developing an effective program the program that we developed really has three major components the three we might call them the three c’s there’s the contest

There’s the whole communications approach that’s integrated with the contest and then there’s this wonderful opportunity to do continuing education and so i was i developed the program and and was the project manager for the first year uh and then this year kate pierce has teamed up with another one of our

Chapter members emily bettingfield and they’ve been doing a great job uh running the program in the second year so now i’ll turn the program over to kate and she’ll tell you a little bit about the program structure and how we how we work it okay great thanks ben

And ben lee if you could hand me over controls for the powerpoint that would be great yeah sure all right so i will talk a little bit about the actual project components and the structure of the program the contest is the way we describe the contest is that we host a

Number of different categories and go through a nomination process both from our kind of regular group of stakeholders and that is our our planning um takers across the state and then also from the public we then move into a selection process with um is multifaceted and we can talk a little

Bit more in detail about that um so first here we really focused on celebrating great main streets and this is getting back to ben’s point of starting small we requested nominations in three categories uh general main streets a people’s choice main street and then great places in the making to recognize

Those places that you know maybe haven’t had the resources or time to really um be a great place but they’re definitely on their way to being one um the first year we see received over 75 nominations and it really was just a great celebration of places in north carolina

So for the second year we really tried to build on that momentum and expand the program again we held the great main streets category but also we introduced a new category great neighborhoods for kids this was for a couple of reasons one we wanted to deliver something new to the market

Basically and that would be the the new category and also you know really expand maybe um our outreach to potentially target some different groups that may have not been previously involved in the program we’ve received nearly 50 nominations in all categories and just a couple of other fun facts we

Received over 2000 online votes for the people’s choice categories and we’ve had over 6 000 unique what unique hits to our website um so for the selection we actually convened a group of experts these folks included both folks from the aicp fiacp group and then we look to some of our partner

Organizations so folks that are in asla or someone that you know we got a great zoo here in north carolina and so just looked across some of our different partnership groups and said you know who are some of these people that really have been involved in creating some of these great places

Across the state we convened that expert panel and they reviewed a number of our nominations and made selections for the final voting for both the online portion and for the the great main streets portion so key to this program and this program’s success are a variety of communication methods so we worked with

A consultant to develop a core message and that core message was really delivered through multiple venues but we wanted to make sure that that same message was delivered so we could have some sort of con some consistency in the brand we also used a lot of um graphics

Those that were developed by apa national and some that were developed in state we had a pretty interactive website and then looked to use some of our social media outlets such as facebook to kind of help generate some interest on different levels we also looked to a lot of our partners that being

The north carolina chapter of the asla and aia and the league of municipalities to help us really advertise the event again we also just to get word out on the street we issued a variety of press releases and are in the process of designing a number of precipitants

This is one of the graphics we created for the 2013 program which is um we also had it for the 2012 program but it really just highlights the the places that were selected this year so just to a have everyone in one place and also to have something that we could deliver to

The the places themselves as kind of recognition of their participation in the program in addition we also created kind of a one-page front and back flyer that really describes the program in detail highlights the places on a map and then again just kind of tells a little bit of

The story of all of these places that we’re recognizing i want to pause here for a moment and talk about the media coverage i think there are really three critical points through the process that media especially traditional media through our print and print advertising made made a distinct

Difference one we issued a press release to solicit nominations the second kind of key point in the process was to issue a press release to encourage voting um for the people’s choice categories and then the third key piece was really um celebrating the winners through another press release so

We were able to um you know develop all of these hooks with our communications consultant issue the press releases and then follow up with the editors and reporters individually to help really kind of generate interest in running our story and to date we’ve actually um had a lot

Of great coverage we’ve um the programs had articles and over 20 or we’ve had over 21 news articles multiple psas on local radio and local tv stations and several mentions in our partner publications after we went through the solicitation voting and nomin and kind of announcement of the winners we held an

Event at the state legislator to really recognize all of these great places with those elected officials that hail from these communities it was a great event we had a packed room as you can see kind of in the picture in the bottom left it was at capacity and people even

Standing outside looking in on us um and we welcomed all of the elected officials from the the recognized communities to come up and give a little bit of a background or a little bit of story about why they think their their community is great um it really was a

A very celebratory event where lots of media was in attendance and got some great coverage um it was something where i think across across the across political lines people were really able to come together and celebrate their communities so it didn’t it didn’t have um you know there wasn’t a left and right

To it it was it was everyone coming together to really celebrate what makes their communities great and so it was a great kind of cap to the 2013 program in addition to the legislative event we’re currently in the process of going out to each community and hosting local

Recognition events and these are some images from the events held during the 2012 program the local recognition events range from a a simple presentation to a board of elected officials to the image you see in in the middle to a presentation during a street festival in downtown asheville so the the type and

Scale of recogni recognition events really depended on what the community wanted to organize and how they wanted to communicate the recognition themselves and just a great way to generate interest from a larger group of folks around the program and to really recognize all the local effort that is needed to create places

To create great places the one of the other components that been mentioned is that we’re also going to um incorporate this program into some continuing continuing education opportunities the development of case studies and presentations at our state conference and potentially other state conferences we also created a basically a package presentation that

Any of our members can access and deliver to communities and hosting webinars webinars like the one we’re on today and so now i’ll turn it back over to ben hitchings and he can talk a little bit about the innovations and lessons learned from the past two years of this program thanks so much

Um uh okay great here we go well so we learned a lot from apa national and uh that was the inspiration for the program and we also developed some innovations uh on our own uh to augment that progress program and tailor it to our particular uh circumstances in north

Carolina and one of the innovations that we developed was uh adding this element of an online contest and sort of using the power of contests to drive people to our website and learn about the program so we’ve done that both years we work with a company that provides software

That allows us to configure our contest first we invite uh anyone any member of the of the public anyone who can log onto a website to upload two photos and a statement of up to a hundred words uh identifying their favorite great place then our expert panel as kate mentioned

Selected six finalists uh from the all denominations and then we put those back up on the website and invited anyone to vote for their favorite and both years what happened was that a couple of the finalists kind of pulled out in front with a lot of votes and the

First year we actually had a dramatic finish where we had three weeks of voting and the contest went down to the final minutes and the winner mount airy won by four votes over the town of southport and each each community had about 500 votes so that added some excitement and interest

And accessibility uh for the program the fact that we had an online contest also was something that helped us garner media attention because the program allowed anyone in north carolina to participate the second uh a second innovation that we developed is this concept of a great place in the making

North carolina is blessed with many great places but there are also a lot of communities that are were still working to create those kind of places and so we wanted to celebrate those as well so we have we from uh in both years we’ve had this special category for a great place in

The making where the community has gone through a lot of work uh often a planning effort and and has begun implementation to try and create a great place and those those uh that category has generated some wonderful stories uh uh in the first year downtown gastonia uh

Was selected and this year the town of elkin uh in the atkin valley uh was selected as our great place in the week so uh that’s that’s been a neat element of the north carolina initiative another innovation that we developed this year was to add a public service

Announcement a short video to help advertise the program and so thanks to uh looks like we went too far thanks to a generous grant from the chapter president’s council we were able to hire a video firm destination by design out of a boon uh let’s see okay there we go

And so we worked with them to develop this 30-second psa and then we sent it out to tv stations across the state and and tv stations in the charlotte area winston-salem and the raleigh area all picked it up uh and showed it and so we invite you to take a look at the

Psa once the webinar is over you can watch it at greatplacesnc.org we have a link to the youtube site where the video is hosted so that was a great way to expand the awareness of the program at the end of the psa it encourages folks to go to the website submit a

Nomination and vote for their favorite great place uh one other innovation that we developed this year was working with legislators and one in particular for mount airy sarah stevens to have the general assembly of north carolina adopt a resolution celebrating our 2012 great places and so that legislation has been introduced

Uh and uh celebration is uh is is being prepared for when the general assembly uh is slated to adopt a resolution now as it turns out in north carolina in order to have a resolution adopted by the general assembly the resolution has to honor a deceased person and so very fittingly

Representative stephen selected andy griffith uh from mount airy uh who recently passed away uh but who is a wonderful embodiment uh through uh his work with the andy griffith show in mayberry uh in celebrating small towns and the great places so you’ll notice references to andy griffith in the resolution

It’s house bill 861 if you want to check it out at ncledge.net so that’s a that’s a fun and uh exciting way to continue to honor and recognize these places help give these places more publicity and help share the program with a broader audience then if you can advance it i don’t seem

To have control here okay let’s talk about some keys to success and we’ve already talked about starting small again paul farmer counseled us to do that uh it was it was uh certainly wise counsel uh as he described we expanded the program in the second year um you know a big

A big uh consideration when developing a program is going from the founding year to subsequent years as you institutionalize the program and we were very fortunate to be able to uh recruit uh kate and her colleague and emily bettingfield to be project managers this year um there is no question that the

This is a program that requires a lot of work and so you really need project managers who are capable and committed and willing to see the project through uh and the way the project unfolds there are a series of deadlines as you first issue a call for nominations and then

You announce the finalists uh in the online contest and then you announce the finalists uh for the program or the or the places selected in the program overall and even between those particular deadlines there are other deadlines for content on the website and developing the online contest so

You really need folks who are are committed to seeing the project through a good webmaster as always is always helpful there uh we’ve done a lot with the website uh getting the content up there uh has you know is an ongoing task throughout the program our webmaster ron hancock really helped us with

Uh handling the nominations as well we in addition to the online contest as kate mentioned we also have longer written nominations from our members that the expert panel considers and sort of managing those receiving those and the attached photos that are included and all is a key task and

Something else that the webmaster can help with to really make the program one that outreaches to the general public we found it very helpful to have a professional communications consultant we’ve uh been lucky to have michelle lynn help us uh the past two years with the program uh and she’s sort of

Counseled us and helped us develop a communication strategy and then has drafted press releases and and reviewed website content for us so that has been really important in getting good media coverage as kate mentioned also a key to that is following up after you issue the press release

You know the various media outlets are tapered in press releases often so a follow-up call is essential to make sure that they’ve received your your release and are considering it as i mentioned before the online contest helped to generate a fun and engaging element to the program

So we certainly have found that to be a very valuable aspect of the initiative and kate also described some of the engagement we had with other partner organizations just a whole range of groups in addition to the ones kate mentioned we also have worked with the north carolina downtown development

Association many of their members submitted nominations for great main streets uh also the um main street program at the state level uh run through our department of commerce uh was it has been a wonderful partner as well in addition to a number of other organizations so um this is a great way to

Reach out to partners and and collaborate uh and and certainly has been beneficial for the program and then i think one of the things that i really like about the program is that it has lots of different ways that it can be integrated into the various chapter activities and so uh

As kate described we’ve used it as a professional learning tool um we’ve used it to help uh build interest amongst our members and volunteering um and so uh it it’s it’s a fun positive program that can really help to to develop your chapter at the organizational level as well

Ben if you can advance the slide let’s talk a little bit about how we might transfer uh some of the things we’ve learned to other chapters i know other chapters are doing uh great work on chapter level great places too the new jersey chapter is doing some

Work uh florida’s been doing some work uh and i and i saw that wisconsin now has uh a great places initiative at the chapter level as well um and i think you know a big question is how to scale the program and of course we’ve got chapters with a wide range of capacity

Uh chapters of a few hundred members up to chapters of of thousands of members so for the smaller chapters uh you know a couple of thoughts are to just choose one category or perhaps even just hold an online contest i know this is something that delaware was considering last year

And keep the keep the project manageable but still have it be something where you can engage the public engage your members and other interested folks and have a successful program so those are a couple of ideas another idea is to maybe develop a consortium with other chapters for example possibly sharing

The license for the online contest or doing a sort of a multi-state initiative to bring more resources and capacity to the effort so those are a few ideas you know uh czech latini and the folks in new jersey uh and folks in uh florida uh merle bishop uh and the folks in wisconsin

Uh larry and others uh you know may have other ideas on how to scale the program but i think there’s a lot of potential for that and so even if you are a smaller chapter i do think this is something that you can you could absolutely do

And customize to your capacity and your leads uh ben if there we go okay at the end of the day um one of the things that i like best about the program is that it really is a celebration and that’s that’s the approach we’ve tried to take in north

Carolina uh it’s a lot of fun um it’s a a great way to engage with other organizations and and people in the community who are doing great work and committed to including improving their communities so as you can see from just a sampling of some of the photos from our recognition events

Uh people have had a wonderful time with it and they they appreciate being appreciated so that brings a very positive tone to the to the whole endeavor and with that let’s uh here’s here’s our website for those of you who want to check out our our psa and let’s see ben

We had four percent that’s a yes 52 no and 43 maybe question is do you see ways you can scale this program to match your chapter capacity what kind of a response are we getting on that one we had 44 said yes nine percent no and 47 maybe

Okay and now we’ve got just one more question would you be interested in additional excuse me technical assistance on developing a chapter level program uh this is something that uh we talked about with apa national staff in chicago um and i think uh there’s a you know i think we would

Welcome the opportunity to provide this if folks think it would be helpful exactly what it would look like would depend um but you know it would also depend on what kind of interest there is okay so 50 15 yes 25 no and 60 said maybe great okay well thanks for running the poll

Ben uh can we open the chat line for questions yeah sure so the first question is curious about the cost for the online survey tool licensing hosting and etc okay yeah for the online contest uh we worked with a firm called you pick em they it’s uh it’s or that’s the software

And the firm is second street media um and we the cost is about seventeen hundred dollars uh so that was as a large portion of our five thousand dollar chapter budget for the program was the license fee the software uh is is well designed it helps you really configure a contest

Uh the way that you would like uh it allows you to incorporate your graphics set whatever timetables you want whatever whatever content you want yeah into the contest um i think the one area uh where we got some uh complaints was with the voting um and currently there’s a tension right now

Between the uh trying to ensure the integrity of the voting uh by having uh each person register uh to vote so that someone can’t just keep clicking uh and uh sort of stuff the ballot box uh but some folks found that cumbersome so that’s something i think we’re going to

Take another look at and see if there’s a way in the future to still protect the integrity of the voting but make it easier for folks to do so and kate i don’t know if you have thoughts using the software this year things you liked or didn’t like about it

See i can’t hear you kate i don’t know are you are you able to speak on the earth then can ben lee can you make great extension um yeah i think she was me yeah okay sorry there’s something going on there i was just saying the software itself is really intuitive so for

Someone that um you know i didn’t have any experience with you know i’m not a computer programmer or anything like that so it was just very intuitive software the one issue was around the voting and just um you know i think we’re also used to single click things so liking things or you

Know reposting something with the single click of our mouse so having and you know requiring folks to log in to be able to vote um may have discouraged a few folks but at the same time you know um if they’re really interested i don’t don’t think it probably discouraged too many people great

Ben do we have other questions from our audience yeah uh next question also what were the time frames for the domination and or periods keith do you want to talk about it in terms of yeah so um this year we were actually working on a compressed time

Frame one of our key dates was the legislative event so we actually backed out our calendar in order to make certain that we were ready to go for the legislative event with all of the selected communities so um we held and we held our we opened a call for

Nominations well first we kind of sent a a save the date just like letting folks know that it was coming down the pike to you know trying to just start kind of get the wheel going we then held a call for nominations which i believe we

Kept open for about two and a half weeks from there we convened our expert panel and quickly turned around the finalist for the online voting and then kept the online voting period open for about 10 days 10 day 10 to 12 days i believe and then close the online period or the online

Voting and then really quickly turned around the announcements of the selected communities so this is where you know having um having you know emily and i were able to work really closely together since it was such a compressed time frame and just having you know two people being able to manage things

Really helped make it a little bit more manageable than just kind of one person running the whole show since we were working on a pretty quick turnaround for the 2013 program and how large was the expert panel uh so let’s see the first year we had six panelists

Uh as kate uh described we had have our chapter president we have uh we tapped some of our north carolina faicp members and then we also try to bring in some folks from other organizations such as the american society of landscape architects and also a wonderful state magazine called our

State uh the editor uh helped us with uh uh on the expert panel and she has a wonderful knowledge of communities across north carolina as well this year kate you want to talk about the format issue yeah so we we basically followed the same format again the chapter president

Was part of our panel um and some of our fi fa icpers again we also had the president of the north carolina asla chapter who also runs the safe road safe routes to school program in the state and since we introduced the new category great neighborhoods for

Kids we thought that his perspective and you know connections between neighborhoods and schools would be really interesting for this year’s program we also invited a landscape architect that has a lot of experience with streetscapes and kind of small town urban renewal projects to join the panel and so it was a really well-rounded

Group of people and i i would hope to think that as the program evolves over time we continue to kind of expand the net of folks that are serving on the expert panel to really encourage some interdisciplinary work amongst all of the the groups and organizations that are kind of in in our

Field and this question is from james were there staffing volunteers other than web organizers and video programmers yes so let’s see in the first year we had sort of an advisory committee and so we you know we had different people who would review the materials as we developed the structure of the program

Since it was the first year so we had a cadre of up to about 30 volunteers when all all was said and done those folks helped us with different aspects of the program in addition to helping to develop and review the program structure they also helped us

With some of the recognition events so members of our executive committee who might live in or work in a particular part of the state uh would go uh and represent the chapter when uh presenting a framed certificate uh in a to a community in their part of the state

I think in the second year because we had the structure put together we we didn’t need as many volunteers but we do we did of course have the communications consultant and the webmaster we also do have a part-time paid trader who helped with logistics on the project

But kate i don’t know if you want to add some additional thoughts on that yeah i guess the only point i would add is that um you know as the program obviously both emily and i were our volunteers on it and um to be you know just to set everyone’s expectations that’s been

Mentioned it it it it’s um during the the program itself or the contest itself it can take a lot of time so just ensuring that the folks that are the program managers um have the time and the commitment and the desire um to run the program i think is

Critical to the success of it because it’s not something that’s just you know 30 minutes here and here and there it the hours add up definitely during when the program itself is running so just making sure that you know you’ve got someone that can build that into their schedule and that is

Willing to do it and that really wants to do it because it is it’s an exciting thing to be involved in but it it you know it takes the work on the front end as well thank you and next question is from art how many communities have expressed an interest

In participating in the program as you move forward do you expect to expand uh so we had as as kate mentioned we had about 75 nominations in all the categories the first year and close to 50 in the second year um there are there are a lot of great

Places in north carolina uh so there are a lot the candidate pool is is is strong um but i think you know we i think we really will be exploring uh other categories maybe rotating the categories uh to try and keep the program fresh from year to year um you

Know there’s a balance there because we also we want to make sure that we select categories that resonate with the public i think the main street category is something that has broad resonance and people understand very easily and so the question is whether we whether the other categories that we

Explore in addition to great neighborhoods in great public spaces as featured in the national program you know we’ve also considered other categories but we’ll just have to make sure that we present them in a way that they’re accessible and compelling uh to the general public and to our members so uh

That’s a good topic uh for a debriefing meeting that we’ll be having later in the year as we prepare for 2014. yeah and then just to add on there you know i think what was so great is that at the legislative event mount airy who was a 2012 great community um

Was there and their sister community this town called pilot mountain probably had eight people in the audience just there to support you know their neighborhood their neighboring community and you know during that event they came up and they were like well you know next year we’re gonna throw our hat in the

Ring and so it was just it builds this kind of not only you know spirit but also this this friendly competition between communities so hopefully we’ll continue to see um interest from all the communities around the state and the great thing about this it’s not you know it

Allows for communities with 500 people to our largest metropolitan community so everyone has the opportunity to be involved and i uh to add to that um we consciously uh try to make sure that we recognize both large and smaller communities recognizing that they’re they have different levels of resources and so

Particularly in our piedmont region where much of our population is each of the two years we’ve selected a larger uh great main great main street from a larger community a city uh and then a great main street from a small town thank you and uh we have a comment by

James it seems uh this could be done for great historical places vistas town park senior venues yeah those are those are some great categories uh you know we’ve thought about uh doing uh great uh historic places in our concept paper from 2011 healthy great healthy places great redevelopment places

I think again the key is to make sure we vet those different ideas and structure them and present them in a way that again has broad resonance with the public and is are you know creates an interesting category with some strong candidates uh but absolutely you know i’m sure uh

You and others who are contemplating uh programs in your chapters can think of some great categories that would work well in your context i know in north carolina again coming back to main streets they’re just a lot of great main streets in the state and it’s something that just seems
